Copies data to or from a buffer object
with no interpretation. This method works like the RAW-TRANSFER
statement.

to-mode
- A logical specifying the direction of the data transfer. When to-mode is
TRUE, data is transferred from the buffer object handle to handle-expression.
When to-mode is FALSE, data is transferred from handle-expression to
the buffer object handle.

handle-expression
- An expression that evaluates to the handle of either a buffer
or a buffer field.
When using the RAW-TRANSFER
statement to copy from a buffer object that contains a BLOB or CLOB
field, the AVM skips the BLOB or CLOB field and stores the Unknown value (?) in
the BLOB or CLOB field of the target buffer object.
