Release 11.6.2 of Progress Developer Studio for OpenEdge includes:

Publish changes immediately: While creating an ABL Web App project, the Publish changes immediately option is no longer supported to publish the ABL services as it does not publish the services. After you have created the project, the project and the ABL services are published depending upon the server instance settings in the Server Editor.
